Q. Can Anyone Level a Death Knight?

A. No. Only players that have reach level 55 with any character can create and level a new death knight.

Yes and No. Death knights are created at level 55, and they start on an instance like zone, that you get out of only a few levels later, meaning you can skip Azeroth all together and skip to Outland when you get out of the starting zone.
